Same reason SKY and others have diverted Europe from Africa.
To borrow your phrase I paraphrase as follows:
"surely there are many people in AFRICA etc who would benefit from the beam (in this case European beams) Europe shouldnt 'forget' that there is market for it (European channels) in AFRICA and around the world...and one way of letting the world know is via satellite tv...its time Europe wakes up..."
There is a reason why these beams are called "FRINGE". Over here in Africa there are many who would be glad to receive channels on Astras, Hotbirds, Eurobirds and others but cannot because the beams are meant for privilaged Europe. I know of some FTA enthusiasts aspecially in NIGERIA who have built some extraordinarilly large dishes (5m and above) to receive the so called European satellites with successful results. Bigger dishes, more efficient LNB's and good receivers with sensitive tuners are some of the tools we use to conquer fringe satellite signals. Do the same.

It is NOTHING to do with the satellite operators - you are blaming the wrong people.

You should be blaming the tv companies. :-rofl2

This explains the situation nicely - it is an answer to a question posted on the SES Astra page on facebook a couple of days ago asking a similar question

Hello Ses astra ,,, Plz We Want Astra 1N to GeT to Middle East . We Have hot, eutel, intelsat but we dont have astra .plz let us have astra.......

Hi, we saw the recent activity on the site and would like to give you feedback. We highly appreciate your large interest in our satellites and the channels distributed via ASTRA. Your engagement on this site is great. Of course we would like everyone to receive as many programs as possible out of the really huge number we broadcast. We expand our services and our satellite fleet, we invest into new regions that we cover like Africa or the Middle East. But the geographic reach of each service, the region in which it can be received, is not our decision but the decision of our customers. When a TV channel has bought program rights for Europe only, it cannot send in North America, for example. We can manage the reach through using certain satellites or beams and through encrypting signals and making boxes available only in certain markets. As a service company for our customers, we cannot just spread signals beyond, even if we would receive thousand petitions. ;-) These are business decisions of the broadcasters who use our services.

Our suspicion may be good. For Europe to catch our beam it's on 1.5- 1.8m dish. Here we need 4-5m to catch the European beam. Isn't that a discrimination? I've been thinking about the Multichoice spillover in Europe. I think it is deliberate. There will be more cards sold outside the expected coverage zone. There is more money to take from Europeans than from us here. Think about it....

John, did you ever get it activated?

What's the minimum dish size required for DSTV in Bristol area? Don't need it 24/7, would just like a glimpse.

Why is it back in its box? Using the monster for something else?

Line up on the European beams - they are reasonably easy. Then tweak it
