By the Communication Administration of Ukraine (State Service of Special Communication and Information Protection of Ukraine) and France as a result of negotiations that lasted for 2011 an agreement to host the Ukrainian satellite in position of 48 ° c. d. was signed. Pursuant to the agreements the company EUTELSATS.A. (French provider of satellite communication, one of the world's three leading satellite operators) will provide the state enterprise "Ukrkosmos" with frequency resource in the orbital position of 48 ° c.d. for Ukrainian telecommunication satellite. First in the history of independent Ukraine domestic telecommunication satellite "Lybid" is planned to launch with Zenit rocket from the Baikonur Cosmodrome in the fourth quarter of 2013.
Thus, Ukraine has received more favorable frequency-orbital position for its own telecommunication satellite. The satellite will provide work of 30 transmitters in the frequency range of Ku (11, 12 and 14 GHz) intended to provide satellite television, broadband Internet and VSAT communication in three regions: Central and Eastern Europe, including Turkey, Central and West Africa and India.
At this time the company EUTELSAT S.A. completed the transfer of current satellite EUTELSAT W2M to orbital position 48 ° c. d. Under the agreement the State Enterprise "Ukrkosmos" will receive a resource on this satellite to provide service to Ukraine.
Run of Ukrainian telecommunication satellite in orbital position 48 ° c. d. is an important step in the development of modern telecommunication services in Ukraine, as well as long-term cooperation between the Communication Administration of Ukraine and France in the interaction between SE "Ukrkosmos" and EUTELSAT S.A.
