With the information you have given it seems your dish is not tracking the correct shape for the arc. If you need to increase elevation at 28e then obviously you will be too high for your 1w set up. Your track is too peaked. To flatten it decrease your elevation setting on the motor only...

Pashulke. If you are going to test the actuator off the dish a) careful the dish does not run away from you in the wind. b) Do not allow the actuator dish end knuckle to rotate during tests. shove a big screwdriver through it !

Check the IR output of the remote by pointing it at a CCTV system, digital camera or Mobile phone camera. It should show up very well.
